From Passing the Buck to Consensus for Change
The need for governance reform in Scottish transport is widely recognised. This paper seeks to provoke debate about approaches to governance that would secure better accountability, effective delivery of policies, sustainable finance, and trust. Better matching the needs of governance to the capabilities for transport delivery could be an achievable short term step to build on what is already working.
